For these countries, you cannot transfer gift cards from them to any other country. If the recipient is not in any of these countries or their account is not tied to any of these countries, they will not be able to use or redeem the gift card.

This is because when you open the Amazon website for the country in which you want to transfer the gift card, you will be required to sign into the website. You cannot use an Amazon account for one country to sign into the Amazon website for another country.
Sign in and purchase the gift card on the Amazon website of the country where you want to transfer the gift card
Even though you may be able to redeem a gift card purchased from one country in another country (depending on the terms), the best way to transfer gift cards to another is simply to sign into the website of the recipient country, purchase the gift card there, and then transfer it to the intended Amazon user account.
So, if you want to transfer a gift card to a user in the UK who has an amazon.co.uk account, then you need to log in at amazon.co.uk, create your free account and purchase the gift card there.
Remember that your current Amazon account in your country will not give you access to an Amazon account in another country, even if you have an international amazon.com account.

You will be prompted to re-enter your Amazon password to authorize the purchase. Go ahead and enter the password to finish transferring the gift card to the recipient.
The gift card with the code will then be delivered to the recipient on the date that you chose. If you did not choose a date, the gift card would be delivered immediately.
Facts You Should Know About Transferring Gift Cards to A User In Another Country
You need to buy the gift card on the dedicated Amazon website of the recipient’s country. So, if you are buying for someone in Singapore, for example, you need to buy the gift card by logging into amazon.com.sg
The recipient of the Amazon gift card must have an Amazon account in the country to which you are transferring the gift card to.

I Purchased a Gift Card in the Wrong Country
If you have already purchased a gift card in a country other than the country of the recipient, your money is not lost. There are steps you can take to make sure that the recipient is still able to make use of the gift card as intended. Read on to find out how.
